Kadji-Say is in Tong District of Issyk-Kul Region. Until 2012, the settlement had the status of an urban-type settlement; it is now officially a village.
Its location on the southern shore of Issyk-Kul gives Kadji-Say a second identity as a lakeside recreation area.
Unlike the more developed resort centers of northern Issyk-Kul, the southern shore generally has a quieter and more village-oriented character.
